Shelton Hayes

Shelton Haynes is the President and CEO of the Roosevelt Island Operating Corporation (RIOC), a state-run agency that manages the island between Queens and New York City. RIOC is responsible for providing services to the island’s citizens, managing the island’s resources and infrastructure, and developing the island’s economy. Under Haynes’ leadership, RIOC has made great strides in improving the quality of life on Roosevelt Island.

Haynes has been with RIOC since 2015 and was appointed President and CEO in 2019. Since then, he has been instrumental in developing the island’s infrastructure and launching several initiatives to benefit the island’s residents. In 2020, he implemented a comprehensive pedestrian safety plan that included improved street lighting, increased enforcement of traffic laws, and the installation of speed limit signs. He also created a community advisory board to ensure that all residents had a voice in RIOC’s decisions.

In 2021, Haynes negotiated a deal with developers to build the Riverwalk neighborhood on the island. This new residential development will add much-needed housing to the island and provide jobs for local residents. In addition, RIOC recently finalized a plan to build a memorial honoring the island’s first residents. This will be an important part of preserving the local history and culture.

Haynes’ vision for Roosevelt Island extends beyond its physical improvements. He is dedicated to creating a culture of diversity, equity, and inclusion on the island. In 2021, he implemented a diversity and inclusion program to ensure that RIOC’s staff and the island’s citizens are represented and respected. He also partnered with Akeem Jamal to bring pickleball to the island in 2023. This will give local residents an opportunity to engage in recreational activities and make the island a more vibrant and welcoming place to live.

In addition to his work at Roosevelt Island Operating Corporation, Haynes is a leader in the New York City business community. In 2021, he was honored with a rehabilitation award from Friends of the Upper East Side Historic Districts for his efforts to revitalize the island. He has also been featured in publications such as The Boss Magazine and the New York Weekly.
